I've done alot of listening with no luck here in Crown City....Heard west coast working them on 21.295 but could not hear them here....I need them on SSB.....Haven't seen them spotted any today......

Guys,
Has anyone had any luck finding/working the 4W6R on CW?  Maybe I am missing something but it almost seems like these guys are boycotting the East Coast U.S. stations with their operating schedules and frequencies.  I am looking for at least one CW Q and the way things are going, it ain't looking good for the home team. Anyone shed some light on this operation?
