[WVDXA] Kosova and Adding New Countries to DXCC

Pete,
Bosnia and Kosovo aren't the same entity. Bosnia has counted for DXCC
credit for some time. E7 is the new prefix for Bosnia. None has yet
been assigned for Kosovo.
