[WVDXA] Whispering on 30-M

As I mentioned at tonight's WVDXA meeting, Joe Taylor, K1JT, has released a
new soundcard-based digital mode which allows real-time propagation
determination.  It is called WSPR (pronounced "whisper") and stands for
"Weak Signal Propagation Reporter."

Note the column labeled "Power" as it can be surprising to note that, for
example, VK6DI reports hearing DK1MAX on 30-M running less than 4 watts.
This is a distance of 8,471 miles.  Cool!
