[WVDXA] Scarborough Reef, BS7H, Announcement

A possibility exists that the reef can not be found.
It may be under water.
If it is, then Scaffold Reef should be removed from the list.
If it is found, the lets all work it.
I don't think it will be found.

from Clipperton.

         This is the No. 1 Most Needed Country almost everywhere so the
pileups will be HUGE.  Boy oh boy do I wish I had my SteppIR up.
