Your response is well thought out.
 
I would like to clarify one point that many hams do not  understand.  Those 
countries on the FCC list that US hams were forbidden to  QSO were on that list 
because that specific country had requested that US hams  not be allowed to 
contact hams in the requesting country.
 
The ban was NOT because the FCC didnt want US hams to contact any other  ham.
