WVDXA Phone bands expanding and MORE.

With all the time they have taken with this it would surely seem they could  
have come up with something that makes more sense. As it is all they did was  
reward those who do less to help develop the art of radio. Anyone can talk in 
a  mike. What about the New technical skills and for that mater even those who 
use  CW still develop home brew equipment while the phone ops generally 
simply buy an  appliance and plug it in and oh so few even know how that really 
works.
