I read this awhile ago on the OPDX newsletter.  I have not gotten mine yet.

 

 

DXCC NEWS (Notes on 4O3T QSLs). Bill Moore, NC1L, ARRL DXCC Branch Manager,
on December 13th, reports: "Several U.S. operators have reported that the
4O3T QSL cards began to arrive Monday and Tuesday. Unfortunately, the first
batch contained only the month and year and not the specific day of the QSO.
Cards now being sent have the complete date. 4O3T cards that show July 2006
or later, with or without the actual day being shown on the card, will be
credited for Montenegro. QSLs for QSOs in May 2006 or earlier will count for
Serbia (Serbia and Montenegro). Cards for QSOs in June 2006 will not be
accepted for any credit. Montenegro was added to the DXCC list on June 28,
2006. Those who received a 4O3T QSL card with no date number and wish to
obtain a corrected QSL can send a self addressed envelope directly to N7CQQ,
John Kennon, who is sending out cards for all of the Americas." EDITOR'S
